Miziwe Biik Development Corporation (MBDC) is now accepting applications for the Base Indigenous Supportive Housing Program (ISHP) and Mental Health & Addictions (MHA) Operating funding for the 2024-2025 fiscal year.

Indigenous Supportive Housing Program (ISHP) Guidelines 2023
The Indigenous Supportive Housing Program (ISHP) has been designed to be administered by Indigenous organizations for Indigenous people in need of housing and support services. The program makes available $30 million in annual funding beginning in 2024-2025 and is divided into two streams:
1) Base ISHP stream
2) Mental Health and Addictions (MHA) stream.
Base ISHP Funding — Operating
The Base ISHP funding stream service categories consist of Housing Assistance, Support Services and Administration. Housing assistance will be in the form of rent supplements (rent supplements are paid directly to the landlord by housing/service provider and are not portable). Support services will be individualized, flexible and ongoing e.g counselling, life skills training and will be provided in combination with housing assistance. Administration is for costs not directly related to delivery of supports e.g. office expenses.
Mental Health and Addictions (MHA) Funding — Operating
The MHA stream service categories consist of Housing Assistance, Community Outreach and Support Services, Supportive Housing and Administration. Housing assistance will be in the form of rent supplements (rent supplements are paid directly to landlord by housing/service provider and are not portable), short-term/ emergency assistance and non-financial housing assistance. Community Outreach and Support Services refer to ongoing supports and services e.g. counselling, mental health and/or addictions supports.

Is this opportunity focusing on appointing an Indigenous Program Administrator (IPA) who will be hiring service providers for undertaking program implementation? If yes, how will the IPA be selecting the service providers? Is selecting service providers a part of this project, or will there be a different funding opportunity?
No, we are not seeking an Indigenous Program Administrator; Mizwe Biik Development Corporation (MBDC) is the Indigenous Program Administrator (IPA) for the Greater Toronto Area (GTA). We are seeking organizations, specifically Indigenous Housing Providers and/or Indigenous Service Providers to provide Housing Assistance and Support Services directly to the Indigenous community.
Organizations may want to expand current programming, continue programming that was funded under the Social Services Relief Fund (SSRF PH1-4) as applicable or create new programming.
According to ISHP Guidelines, Pg. 6, “Roles and Responsibilities,” – IPA is responsible for delivering services and administering the program in accordance with these Program Guidelines and the Transfer Payment Agreement. Also, they will be creating, entering into, and monitoring service contracts with service providers as appropriate. As the IPA is involved in service delivery and administering the program, can you please help us understand the difference in roles played by the IPA and Service Provider under this project?
The IPA is MBDC. We are responsible for creating and entering into service contracts with Indigenous Housing Providers and/or Indigenous Service Providers. We are responsible for monitoring the service contracts including but not limited to reporting, updates and amendments. The service provider organization including Indigenous Housing Providers and/or Indigenous Service Providers is responsible for direct delivery of housing assistance, services/supports to their clients/community according to the service agreement between them and MBDC (pending selection/approval of proposal).
The program makes available $30 million in annual funding beginning in 2022-23, divided into two streams: 1) Base ISHP stream and 2) Mental Health and Addictions (MHA) stream. What are the minimum and maximum range of budget available to each applicant to apply under both streams?
Breakdown of the 30 million in provincial funding made available for the Indigenous Supportive Housing Program (ISHP):
Base ISHP plus Additional ISHP = $20,000,000
Mental Health and Addictions (MHA) = $10,000
The MBDC portion is 25% of the total provincial allocations:
Base ISHP $5,000,000 (note – a portion to be made available for capital to be determined)
MHA $2,500,000
While submitting a proposal, we understand that we can apply for both streams or choose any one of the streams?
Indigenous Housing Providers and/or Indigenous Service Providers may submit a proposal for one or both streams of funding.
